# Purpose of the White Paper

Bhumitat Technologies is a registered **App Provider** and **PDOA** (Public Data Office Aggregator) operating within India's **PM-WANI** framework (DoT registration `PMWANI-GUJ-364290-PDOA000004`).

This paper introduces the **Gavedu PM-WANI public Wi-Fi network** and the **GVDT** utility token that powers its economics on the **Base** Layer-2 blockchain.

Gavedu hotspots run on an **ad-sponsored internet** model instead of the traditional recharge-based system: end users get internet for free by engaging with sponsored ads, and the PDOs who host the hardware earn a share of that ad economy.

## How it works

1. **PDOs own the hardware.** A PDO buys a Gavedu PM-WANI hotspot and, in return, receives a matching value of GVDT that vests on-chain over time, conditioned on the node actually staying online.
2. **Consumers earn free access.** Users engage with ad content at the Wi-Fi login and receive off-chain reward points.
3. **Points buy connectivity.** Those points are spent for minutes of broadband access, then burned once the time is used.

Crucially, consumer reward points live **off-chain** in the application database and are burned on use — they never mint on-chain tokens, so everyday user activity can **never dilute** the fixed GVDT supply.

Gavedu collaborates with PDOs to deliver free or affordable connectivity, advancing the goals of India's National Digital Communications Policy, 2018 (NDCP).
