# Introduction

Gavedu is an effort to close India's digital divide by turning public Wi-Fi into decentralized physical infrastructure. Built by **Bhumitat Technologies** on the Government of India's **PM-WANI** framework, the design puts physical hardware at the center of the network and settles its economics transparently on a public blockchain.

At the heart of the project is **GVDT**, a utility token on the **Base** Ethereum Layer-2 network. GVDT is designed to align three groups around one shared goal — expanding free public internet:

* **Wi-Fi consumers** get internet access by engaging with sponsored ads. *(This is the only mechanic that has run to date.)*
* **PDOs** (Public Data Offices) would host the physical hotspots and, once the programme is built, receive on-chain rewards conditioned on measured uptime. *(Not built: no vesting vault and no uptime oracle have been deployed, and no reward has ever been released.)*
* **Investors** would stake capital intended to fund new physical node deployments. *(Not built: no staking contract exists and no stake has ever been accepted.)*
